I know that rubric marine/ thousand sons are the official cult troops of Tzeen, but isn't that kinda a bummer?
So Ahriman did the whole ritual which turned all the TS to rubric marines and thats how their made, end of story. Compared to Berserkers, Plaguers and Noiseys, its practically impossible for a regular chaos marine to join in with tzeentch. Sure there are tzeentch warbands like the Scourged and such but still ...
It would be really cool if regular marines from say black legion or alpha legion for example can go through a special rite undertaken by the local sorcerer to make them rubrics. The whole thing will be way smaller than rite Ahriman did which AFFECTED EVERYONE, so technically as long as a sorcerer has the know how, he can turn a small number of troops to rubric marines.
Of course TS would be the dominant holder of rubric marines like how world eaters = berzerkers, death guards = plaguers and emperor's children = noisers.
Just think about how little Billy the Black Legion-er who all he wanted was to dedicate himself to Tzeentch but could never be able to do so, it would be super cool for him to get his christmas wish to come true and be a full din-cum rubric marine. Your thoughts on this idea?

I think you're unnecessarily limiting yourself.
The Thousand Sons got converted to Powder Marines. It's perfectly possible for other Chaos Marines to worship Tzeentch and not become dust. As well as for subsequent renegades to have converted to worshiping Tzeentch.
Not all of the Chaos Marines out there are original veterans of the Heresy. In fact, it's quite likely that most of them aren't, given combat casualties over the 10,000 years. Chaos has the ability to make new Marines. They just use corrupted gene seed they have captured.

Yeah... And what right thinking tzeentch devotee would actually volunteer to become a Rubric? Being that it turns you to dust an all.
Saying that I can totally see the rubric being used as an offensive incantation on unwilling victims/sacrifices to shore up numbers.

I think it would be a great story if you played it right. The only problem with it that I can see is that a Rubric marine may not be something that Billy the Black Legion-er would want to be. Sure, he would be really hard to kill, but he would become an immutable lump of armour and dust that is controlled by the sorceror that made him. Thats not something I think any CSM would want to become.
Now, if, on the other hand, your Billy the Blakc Legion-er became a Sorceror through the worship of Tzeen, grabbed Arihmans know-how on the subject, then found and turned an entire loyalist-chapter of Space Marines into Rubric marines like this, it would make a fine story, and be a wonderful narrative. Its just my opinion on the subject, though.

There are lots of non-Rubric CSM who fight for Tzeentch. Rubrics really are just something that exists in Thousand Sons.

I thought that the Thousand Sons were already suffering from multiple shifting mutations at the time, and they only got turned to dust permanently because that happened to be the form they were in when Ahriman perfected the technique.

The three main problems with this is:
A. The rubric involved alot of sorcerers, one of those was ahriman (one of the greatest living sorcerers) and even they didn't get it right. It is highly unlikely anyone would be able to do it again.
B. Most chaos marines have a big ego, why would they willingly give up everything, including their minds, to become anothers puppet?
C. Tzeentch is the path of the sorcerer so marines with no skill in that field would have no interest in gaining favour with him.

C: I would actually say that Tzeentch is the path of Power. By gaining knowledge, you gain power.
Anyone wanting power or a change of fate would be interested in Tzeentch. Not just people with psychic abilities.

I would suspect that the Rubic of Arihman is probably a ritual that is known by many Tzeneech Sorceres at this point.
As such, I would not be surprising if turning into a Rubic Marine would be a common method of punishment in Tzeneech dedicated warbands. Why waste a perfectly good marine with some loyalty issues by executing him, when you can make him a perfectly loyal automaton?

Chaos sorcerers aren't exactly known for being concerned with the well being of those around them. I'm sure that a number of sorcerers are also aware of how to create rubric marines and the only reason that it took so many sorcerers for the thousand sons was because of the scale. Thousands of marines were turned at once. I'm sure a lone sorcerer would be able to turn a squad at a time pretty easily.
And who said they get turned willingly? Were I a sorcerer, I would gather up numbers first and have an inner circle of less powerful sorcerers and when I had a good base then I would turn the new recruits and those that opposed my power.
