Now, I know a model needs two specialist weapons to gain an extra attack when using them, however, what if a model has one specialist and one regular weapon, does it gain an extra attack
when choosing to use the regular weapon?
For example, if my Chaos Terminator Champion has a lightning claw and a power mace, he obviously does not get +1 attack when using the claw, but does he gain an extra attack when using the mace? apologies if this has been answered elsewhere

No, for the same reason he would not when he uses the lightning claw (unless he had a third ccw or a pistol).

You need either 2 non-specialist weapons or 2 specialist weapons to gain the bonus. No mixing.
Note that the Specialist weapons don't have to be the same exact weapon, they just need to both have the Specialist rule. So if you have a LC and a PF you will get +1A with either weapon.

This is a question that could be answered by reading the specialist weapons USR or buying the rulebook if my suspicions are correct.

Well, the USR states "A model fighting with this weapon does not receive +1 Attack for fighting with two weapons unless both weapons have the Specialist Weapon rule"
I just wasn't sure if "fighting with this weapon" meant being equipped with it, or specifically electing to use it in that round
