Per the Eldar faq, non-aspect warrior squads can not be affected by Exarch powers. For the most part this isn't an issue.
However, Stalker and Tank Hunters both give the Phoenix Lord special rules, that only require one model in the unit to have the special rule (Move Through Cover and Tank Hunters respectively).

How would these two powers interact with non-aspects? I realize that this is a similar vein to Karandras' Stealth special rule.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

It seems a solid case of RAW vs RAI imo.

HIWPI in this case is RAI and gain no benefit.

How I see it RAW though is that they receive the benefit.

Both those Exarch powers confer not specific effects but other USRs, which aren't Aspect-specific things in any case.

The intention is impossible to divine, since the book is too old really.

It works and I could see Fuegan telling his squad of non-fire dragons how to best kill a tank anyways.

BRB pg. 39 - Special Rules

"When an Independent Character joins aunit, it might have different special rules from those of the unit. Unless specified in the rule itself (as in the Stubborn special rule), the unit's special rules are not conferred upon the Independent Character, and the Independent Character's special rules are not conferred upon the unit. Special rules that are conferred to the unit only apply for as long as the Independent Character is with them."

So, it doesn't even seem that USRs transfer automatically.
