I hate Transport Capacity. With a passion. It makes no sense to me. I don't understand why a Storm Raven can carry Jump packs but a Land Raider can't. Or why a single space marine with a jump pack means an entire squad can't enter a land raider (lemartes).
What I'm calling for, is a standardisation of the transport capacity rules, to make the rulesfor what they can and cannot carry more simple.
So, I think we should do something similar to what happened to Psykers and how many powers they can cast per turn.
I am talking about, of course, a standardised levels system.
Something like this:
Level 1 - (Rhinos, Razorbacks, Chimeras etc.) Can carry only infantry. Models with any of the bulky rules or armour or that are swarms may not enter the vehicle.
Level 2 - (Drop Pods) Can only carry infantry. Can carry bulky (2) models, but not bulkier infantry.
Level 3 - (Land Raiders, some open topped vehicles) Can carry bulky (2) models. Can also carry beasts, as well as jump infantry - these count as bulky (2) models unless otherwise specified.
Level 4 - (I can't think of anything, but I believe the trend is understood) Can carry any model, bar monsters. - Jet and Jump infantry, as well as beasts and some larger models count as bulky (2) unless otherwise stated
Level 5 - (Mycetic spore) Can carry any model. Monsters count as Bulky 5, Artillery, bikes an jetbikes count as bulky (3).
NB: There will still be exceptions, such as the Land Speeder Storm. I can't overlook that I know, but I believe it is much more complicated to give special levels for special vehicles than to just leave them with their current rules.

I think this will eventually be rolled out, hence why models are getting the varying degrees of Bulky in their profiles, you'll probably just have to wait untill 7th edition,

This is mostly worked out already.
Jump is a subtype, not a type. So we no longer have Jump Infantry, we instead have Infantry (Jump) which means those dude with Jump Packs are infantry and can board transports.
Now the Jump subtype does include the Bulky rule, which means that large Jump Pack makes the model take up twice as many spots in the transport.
So yeah, your Assault Marines and the like can wear their jetpacks in Drop Pods, Land Raiders, Razorbacks and Rhinos now.
The Terminators still can't get into a lot of the stuff Land Raiders only, unless you're Grey Knights, hen they can board a Chimera or Space Wolves who can stuff 'em in Drop Pods.

Except they specifically can't in the rulebook.
