I'm noticing my SM forces are lacking a Librarian and I was wanting to kitbash one. I had some questions though and I figured that you guys would be able to provide the best help.
1)Exactly what kind of armor do Librarians wear? I know I've seen them in Termie armor, but I've seen some that look like they might be regular SM armor. Do they come in SM armor?
2)Are Librarians still supposed to wear blue armor, or do they wear chapter colors these days?
3)GW doesn't actually make one that's wearing a helmet, do they?

Terminator or Power Armor, usuallly blue per the Codex Astartes. If you want to Kitbash your own, I recommend picking up a box of power armored Grey Knights or at least the rear torso bit with the Aegis hood attached. I recommend getting the whole box because you also get all those lovely Force Weapons, Helmets, wrist mounted Storm bolters and open hands to pose in a "casting" position. I've kitbashed 3 Librarians from bits taken from Grey Knights, Tac Marines, Dark Angels veterans, and Blood Angel Sanguinary Guard and Death Company. The Sanguinary guard also have the wrist mounted bolters and plasma pistols.

I think the most fun I have had kitbashing a librarian was taking an Emperor's Champion and then adding leftover bitz from my Terminator librarian to make him seem more psyker friendly. followed by painting him in blue power armor, with the exception of the shoulder pads which can be left in the normal army colors/heraldry.

The Psychic Hoods from Grey Knight kits are pretty useful.
Grey Knight bits / force weapons + left over chest plates/bolt pistol arms = pretty good looking plastic librarian, imo.

I recently bought the Dark Vengeance librarian, removed the iconography, and painted him in a Camo cloak to fit in with my scout force. It does mean that aside from his cloak he's painted like a BT Librarian to fit, but I figure it's fine since I already had two BT libs who have the crosses and all.

I'm assuming counts-as, since Black Templars don't have any Librarians and hate psykers in general.

Well, the old librarians were purchased and painted before that was the case (prior to Codex: Armageddon), so they just sit on the shelf, the derision of their compatriots being heaped upon them. The new one is painted the same, just without iconography because I run my Scout army under Codex: SM, but I still want to use my Shotgun and BP/ CCW neophytes with a similar color scheme.
