Yes, and not only can they challange but they must challange. They are characters and follow all the rules as such.

It's the Blood Angels version of a Company Champion in Honor Guards. The 6th edition rulebook lists him as Infantry, Character in the summaries so he can indeed challenge or accept challenges.

Ah, thanks Spetulhu, completely forgot about Honour Guard; I was thinking he meant Berzerker Champion.

So yes, he is a character so can issue and receive challenges like any other character. I see nothing to suggest that he must do so, though.

No requirement to issue a challenge for those, just Chaos.
