So something i have been wondering, can weapons like the TL icarus cannon or the quad gun on the Bastion or the FoR auto fire even if no one is in the building? I know the rules state in order to auto fire you need to be in or on the building, but since i own the building a payed to field it, does the building always count as occupied by my forces?

I believe the building must be occupied to use the automated weapons. Someone has to flip the light switch and like good little children everyone flips it off when they leave.

Fair enough but i figured you know since i own the building, i can keep the lights on if i wanted to, yah know?
I thought i was kinda silly if you pay for a building you can use any thing it has to offer if no one is in it, i mean they have automated tarantula turrets.

You don't own the building though, that's your first mistake. You paid for it, yes, but you don't own it anymore than the opposing army does (as they can occupy and fire it as well).

It's kind of like a mortgage.
Sure, you can act like that house is yours. You can even tell people that you own a home. However, at the end of the day it's the banks.
In this case, that bastion you paid for is actually owned by the "game". In other words, it's a structure that you get to decide where it goes but that's pretty much where your ownership ends. If you happen to have a unit inside, then it's shooting at the enemy. If the enemy has a unit inside, then it's shooting at you.

Beside my stratagy was to put this thing 3 inches way from my objective then toss a tac squad in there and let them slaughter any one who come near it

I think you place the Fortress before objectives, plus you can put the objective in base contact with the fortress if you wanted to.

im confused, thats not even possible if you set it 12 inches away from the center on your side of the board, then you place troops in it, infiltrators cant deploy into it, because i already am in it.

This is not possible.
You can not use infiltrate to Deploy in an opponents fortification.

Where does it say that, I'm not finding it. As long as no enemy model is within 18" it should be possible.

DR is right here.
Page 121, Deploying Within Fortification: Units can never deploy inside an enemy fortification, nor can they use pre-game abilities (like Scout redeployment) to embark in enemy fortifications before the first turn begins.

^^ you can alwasy deploy into your own fort as long as its 12" away from the center on your side, at least troops can and infiltrators can deploy in it any where
