Right now I'm in a little bit of a pickle with my Black Templars, I love their fluff and models but their 4th edition codex Isn't really helping me enjoy the gaming side. They're really lacking in melee and their points don't match newer codexes, especially without grenades. which is why i first collected them. What I'm currently thinking is a 'counts as' army.

I have a lot of chainsaw wielding marine models, some terminators, a ven dreadnought, bikes and a crusader and a drop pod.

So what codex is the best foot melee Marine codex ATM in 1500-1850 games? Wolves, Blood Angels, something else? What should I do to restore this time-lost army back to melee glory until Phil Kelly comes to rescue them [if the rumors are true]?

If you don't have lots of bolters, then for now do BA's since you can take Assault Squads as a Troops choice.

Blood Claws would work, but you'd then have to deal with both their Headstrong rule and being only WS3/BS3 which can be a bit of a shock when you're so accustomed to regular marine WS/BS...
Other option would be to use the new CSM's codex. (Heresy I know!) But just avoid the more chaotic options like Possessed or daemon engines, etc... This would seriously limit your ally options though, and almost certainly leave any Neophytes and other Loyalist units like Land Speeders you might have sitting on the sidelines.

I would vote blood angels. They are good and can take the offence. SW are also good, but they are good at 12" and are very passive in the assault, they want to be close, but not really assault.

I do not think you should play any SM as a mellee army though. They are better as an allround army. However, there are some very good units in the SM codexes you should use for assault. Hammer terminators, thunder wolves, BA jump infantery etc.

As a Daemon player, I can sympathise with Templar players who don't want to be shoehorned into the super-shooty power build for every single game just to remain competitive...

Sometimes there are those Templar players who simply want to play the army as it should be played - with large Crusader Squads of mixed Initiates & Neophytes, Jumpers, some Speeders and/or bikers, some fire support, etc...
Just like how it's nice for a Daemon player to play a non-Tzeentch mono-themed army or a true 'Pantheon of Chaos' army.

Sadly, those armies tend to suck monkeyballs right now, mainly due to being old & tired rules that need a refresh and the armies themselves to have their pts costings brought into line from 4th or 4.5 into the new 6th edition.

Blood Angels are a great melee force with sweet special characters, and you should get good use out of what you've already done up.

Around Christmas I was considering doing the CSM thing for a laugh just to stir things up a bit... but...

you could go for the vanilla marines with the IA HQ that gives furious charge (or was it rage?) as chapter tactics and one assault termie squad with lightning claws as troops and allows your tacticals to take ccw and bp instead of bolters.
