Ok sorry if you've seen me post tons of these but I've collected myself (not really ) and here is a 500 point list for BA
Btw I don't have a codex so I don't know the points

HQ:
Librarian w/ jump pack and divination, with epistolary

Troopz:
10 Assault marines power fist x2 melta guns and melta bomz on sergeant
5 Assault marines power fist and plasma guns power fist and melta bombs

I think that's about right tell me if it needs changes or how if I'm over points

Da game plan:
Put librarian with 10 man buffing them with powers, they could also anti tank transports if needed
5 man provides support in combat as well as a slight distraction

That's 175 points (about 35%) on the HQ.

At 500 you get naff all. Just for points savvyness, I would take the most basic HQ option you can find and also pop a 5 man scout squad in with bolters. That would come to the same cost as the HQ in the list mentioned.

The problem I have found with Blood Angels at 500 points is they simply cannot put enough on the board to do any damage.

In my opinion, drop Epistolary. I rarely take it. Yes, that extra mastery level can be handy, but in such a low point game it's more of a point sink than anything else.

As for the plasma guns on the 5 man Assault Squad, they are best off being switched for flamers. Mairnes work best in 10 man teams, but in the case of the low points the flamers will allow you to assault after shooting. You also have the bonus on hitting D3 units with overwatch each, instead of two shots that may or may not blow you up.

Melta bombs are in my opinion wasted when you have a power fist. You could use a power sword and melta bombs, but I recommend the power fist by itself.

I would suggest altering your list to

Librarian with jump pack

10 Assault Marines with Power Fist and 2 Melta Guns and combat shield

5 Assault Marines with Power Fist, 2 flamers and melta bombs and combat shield

This list is exactly 500 points of pure Blood Angels wonderfulness

Your tactics look to be spot on

Also, if my math is right you are 75 points over at the moment

Thanks but I don't think combat shields are worth it tbh cause a 6+ invul isn't the easiest thing to save

I'll agree with two of these; I'm finding the BA to be a miserable army in 6th edition. Fun, but miserably ineffective. BA basically have no answers at all to the power codicies. Any units that are fearsome can be overcome by superior firepower or units that are even more fearsome.

It's just our turn to be in the Dark Angel's boat for a while. I'll get over it.

For only a few points, you get a 6+ invul, which if you have the points spare, is a great investment. Especially now with challenges, your Sergeant has to be more survivable, and most players now kit out their characters with either a power sword or a power fist, both of which ignore your armour. One wound on the Sergeant is all it takes to bring your Assault Marines from Ld 9 to Ld 8, which can be a powerful loss.

As for Blood Angels in 6th edition, yes we took a kicking, but I have found the best way to cope is by taking Sanguinary Priests. They aren't too expensive, give you FnP and FC. The extra save and extra strength will make your Blood Angels last much longer. My friends and I call them "Ridiculously Survivable Marines," after FnP saved all three Marines who were hit by a battle cannon.

It was a lucky roll, but without my FnP, they would have died without any save.

you shouldn't have got fnp against the battle cannon as you can't take the save against weapons that cause instant death.

But I do like the idea of blood angels myself, maybe considering them as a small side project to the eldar.
