So, let's set up a scenario. A unit from CSM that contains at least one model with the Champion of Chaos rule charged into a combat.
Also charging into the combat is a character from Codex: Chaos Daemons that happens to be allied with the CSM.
So, is the Daemon Character allowed to challenge at all? Or does the champion of chaos rule take precedence and make the CSM character have to challenge?
Let me know what you guys think,

The allied character (or a daemon price) cannot issue or accept the challenge unless you can make it so the character with the CoC special rule CANNOT fight in this round and therefore would not be allowed to issue a challenge.

Uh?, there is nothing on the CSM codex that says that the chaos champion must issue/accept a challenge before any other character in a multiple unit combat. Just like in fantasy the champion of chaos forces you as long as you can challenge, since you decide which model issues/accepts the challenge if you accept it with another character then the champion of chaos can't accept/issue it and combat goes on as normal.

Except that if they are able to accept it, then they must. This does mean if you have a lord and DP in the same combat the Lord MUST accept the challenge if able to. If you accept with the DP you are ignoring/breaking the rule that the lord must accept if able. Same goes for issuing a challenge.
The only way to do this is if the DP is already in a challenge and then the lord charges in since then no challenge would be issued until the DP's challenge is done.

I agree with jegsar. The Champion of Chaos rule forces him to issue a challenge if he's in base contact or within 2" of a friendly model in his unit which is in base (unless there's already a challenge still ongoing from an earlier round). You, as the player controlling the Champ and the Daemon Character, must obey that rule and challenge with him if able It's only if you have two characters with the Champion rule in challenge range that you're allowed (forced) to choose between them.

If, however, there are two models with the Champion of Chaos rule can we then choose which one to Challenge with, or which one to accept the Challenge? For example, if my JuggerAxeLord w Spawn charges some enemy Bikers, AND my Zombies charge those Bikers too, then couldn't my Zombie Champion do the Challenges? Thus letting JuggerLord cleave the rest of the squad :?)

Yes. The rules explicitly forbid there being two challenges at once, so you're forced to pick one. And GW didn't put in a rule saying that the more expensive guy has to do it first, or the guy with the highest LD, or anything like that. So you can choose whichever you want, among the eligible models.

Not exactly. They explicitly forbid issuing more than one at a time, or issuing one while a challenge is on-going. That's not quite the same as explicitly forbidding having more than one challenge in a combat, and it is possible to get two challenges in one combat without breaking any rules. Specifically by multi-charging into two separate combats that have challenges on-going.

The Champion of Chaos rule actually specifies that you get to choose which character accepts and/or issues, if there are two characters with the rule in a combat. I think this lends even more weight to having to have the CSM character issue the challenge.
