I take most of the chapter-servants to be the failed Astartes getting conversions. That's mainly because every chapter is secretive about their inner life and they want to keep things under wraps, as guys with wives would go home, chat away to their wife about their day, and trivalize the Astartes. I mean not every failed Space Marine dies, some just gets a friendly lobotomy and runs around having wheels not feet, or wheels on hands as well for the more insane chapters.

If you have nothing nice to say then say frakking nothing.

It is unlikely that all serfs are failed astartes due to the small number of applicants and time gap between each selection. Add in the fact that those that fail have a high mortality rate it is more likely that humans are selected to be serfs just lke humans are selected to be marines. Chapters have the technology to rapidly teach humans knowledge, so they either come from the planet or a brought in from a seperate IoM department as part of some ancient pact.
