Fast and Fast Skimmers can shoot full ballistic skill if they move cruising speed.
Passengers can only snap shot at cruising speed. - Reference fire points.
Combat speed is 6 inches
Cruising speed is over 6 inches.
Therefore a Dark Eldar Venom goes 12 inches
The Venom's splinter cannons fire at full BS
The Venom's passengers fire snap shots.
We got it right?

Yes. As in 5th, Fast is of no benefit to passengers trying to shoot.

Just a note that fast can only fire two weapons at full ballistic skill when moving cruising. Every dark eldar vehicle either has <= 2 or has Aerial Assault which lets them fire all anyway, but any other fast vehicle has to choose which 2 to fire at full ballistic before snap shooting the rest.

Pretty much every Fast Skimmer I can think of has 2 Weapons (with the exception being the Ravager, having 3.)
This edition buffed Walkers and Fast Skimmers, that's for sure. >.>

Though I have seen it argued that BA vehicle's are not fast based on the previous DA FAQ (pre-new codex) that asked about the profiles listed in the back of the BRB (specifically Venerable Dreadnoughts) and the answer was the BRB stats over-ride the codex.
