The Brb states that each turn you generate warp tokens at the start of the turn. My question is this referencing each players turn or a game turn?

Otherwise forceweapon weilders could only activate it every other combat phase.
Warp tokens would have been a HUGE nerf to forceweapons if this was game turn.
Not to mention Brotherhood of Psykers.
You see it as "good for someone," I see it as keeping the equilibrium

Just half as often. The "wisely" would always be "as soon as possible."
