Pay focus, check range. If the target is in range, the spell goes off with no roll required. If it's not in range, you just wasted the focus.

Remember, that you can always premeasure you caster's control range so most of the time you will know if you are in range. Very few times will you have a spell that has a longer range than your caster's control area unless you channel.

Fixed that for you.
Actually you have to check LoS before declaring the target. If the model isn't in LoS you could never target it with the spell, if you couldn't target it with the spell you could never get to the measuring RNG or paying COST steps. You could do all kinda of stupid stuff with AoEs if you were allowed to declare the target and just let it miss if you were out of LoS.
