Let's say a unit of CSM with bolters is assaulted by (insert here a random unit). Do they get 2 bolter shots each for rapid fire?

Depends if the unit are within 12" at the start of the charge as Overwatch is resolved before rolling charge range.
You might have the unit being assaulted quite spread out, so only some are in double-shot range.
You might be being assaulted by a unit able to charge 13" or more (yes, it is possible).

To add to mine - yes, as long as you are shooting a target within half your weapon range, you get to fire 2 shots.

As Nos pointed out, it's not a flat 12" anymore it's half the weapon range.
But yes, in the instance of the OP, it would be 12", but for Tau firewarriors it would be 15".

Keep in mind that you measure from each model at the time the charge is declared just like in shooting. So it's quite common that some models being charged will be outside of the range required to qualify for an additional shot when they are charged. They don't automatically get 2 shots just by being charged.

There is no such thing as 'rapid fire range'... Or, to be more precise, anything in the bolter's 24" range is in 'rapid fire range' since the bolter is a rapid fire weapon.
Rapid Fire is a type of weapon, not a mode of fire. You don't rapid fire a bolter any more than you heavy a plasma cannon.
