So does this thing count as a fortification? or is it just terrain?

To many unpainted models to count.

Just terrain (as of now). The fortifications you are allowed to take are all in the BRB.

I wouldn't be surprised if the next guard codex lets you take guard-specific fortifications. Like how the new codices are coming out with codex-specific warlord traits.

I'm still surprised the Wall of Martyrs didn't have it's own rules. People were hoping it was going to be a fortification atleast.

Also, it's been floating around that Tau are supposed to get a special fortification. Though the rumor could just be a rehashing of the FW drone turrets, so I find it highly unlikely. There were rumors that each faction was supposed to get a special fortification just like some get their own psyker powers and all are getting their warlord traits.

I'm expecting an Imperial Knights supplement dedicated to GW's loyalist apologetics. Codex: White Knights "In the grim dark future, everything is fine."

"The argument is that we have to do this or we will, bit by bit,
lose everything that we hold dear, everything that keeps the business going. Our crops will wither, our children will die piteous
deaths and the sun will be swept from the sky."

hmmm idk about a guard specific fortification, i mean i know it plays great with them, but it does not take a rocket surgeon to use a trench lol

lol, while true what other army really would use trenches? Space Marines are too big and honorable to use such pitiful cover, Orks are....Orks, Tyranids can't really make them, and it doesn't really fit with the battle strategies of the Eldar races. I mean, the only armies that might use a trench system logically are the Tau and Imperial Guard (and the Tau would be much more advanced than what's given hahahaha)
