Wondering Why the Emperor Left

Me and my mate were thinking of going to the May Throne of Skulls but don't really know if it is a serious/strict tournament as neither of us has ever been to a tournament before. So I have a few questions:
1) How critical are they on WYSIWYG?
2) How strict are they on painting?
3) Do people bring serious lists and just want to win?

Not up on tournie law myself really but I know basically all consider WYSIWYG a must due to the competitive nature to avoid misunderstandings.
