If I take 3 Spore Mines for 30 pts and deep strike them with 1" of the bastion can my opponent deploy with in the bastion? If I deep strike them into my opponents Aegis defense line do I get to fire the gun or does he (I don't mean man the gun the as the Nids can't but do I get to use it on auto fire with the 2 BS)? If I deep strike them on to the top of the bastion and roll a hit for movement can I move inside?

So if I am within 1" of his Fortification can I deny him use of his Fortification? He still can't place with in 1" of me right?

Being within 1" is not enough to deny him use of it. You need to position your models so that he cannot get in base contact with the Quad-gun.

Deploy no, but you probably meant embark. And being within 1" does not stop him from embarking. Now, if you want to stop him from doing that, you just need to block Bastions access point so that he is unable to get whole unit within 2" of it.

Awesome that is exactly what I wanted to know. Now what do you all think if I deep strike on to the roof of an empty bastion or fortress where there is a hatch and roll a hit for movement with spore mines can i go inside? Then what happens after tho with the random movement?

Spore minds being mindless makes it hard for them to do things. You can only enter the FoR if it is empty. After that the only way to stay in it would be to roll "hits" any scatter would either take you out of the building or trigger a boom, due to impassable terrain as you can only exit through the door.
Now that is mostly HIWPWI as the there is no official rule for handling spore mines and fortifications.
As to the 1" on the quad gun to prevent shooting, it very likely could simple because getting a model in base with the quad gun could trigger the 2" trigger range of the explosion.
