So my dark eldar is on top of the bastion and blasting away with the icarus lascannon. Would he 1. Not be abel to see very mutch and 2. they would get a coversave from the railing of 4+?

2. If more than 25% of his body is obscured, yes.

For 2 they are more likely asking if the DE model would grant a cover save to most models, because of the railing. And the answer is - get down and check. If from the models eyes more than 25% of the target is obscured, you grant them a cover save

We play that being within 2" of the cover, you don't grant cover when shooting. So, provided he was close enough to the wall (and the lascannon was close enough to the wall), no cover save unless there was some other cover that you were shooting through.

In otherwords I should not have glued and painted up the bastion with the "statick" gun in the midel, but rather have used the "clean" side and had a gun on a mobile stand that I can build so the model can be in base to base with the railing. Great.

BRB is surprisingly clear that if you are firing an emplaced weapon you use the LOS of the weapon. The Icarus Lascannon is huge so should not be blocked by any part of the bastion its mounted on. You can be in the building, so don't have to be on the battlements and touching the weapon.

He is confusing the Bastion's "emplaced" Heavy Bolters with the "Gun emplacement" on the battlements on top.

the "emplaced" weapons use the LOS of the weapon not the "gun emplacements" on the battlements.

Gun emplacements != emplaced guns

there is a difference between the two
