CCS is an HQ choice, get's much better options, better stats, orders, etc. Excellent choice for leading almost any army.

PCS is bought as part of a platoon, is a troops choice, has crappier options but is cheaper and can score. Usually a cheap throwaway unit you use for either sitting on a backfield objective or a cheaper SWS that you kick out of the back of your vendettas.

But if you really want to know the differences, check your codex. It does a good job of explaining why they're different and how they work.

They are different units, with different codex entries that occupy different FOC slots. They have differen profiles and different wargear options. You may as well have asked what the difference was between guardsmen and hormagaunts.
