Can chapters that have been destroyed get resurrected? So if someone wiped out the Desecrators of Hades, a few thousand years later could a new Desecrators of Hades chapter be founded?

Sure that can happen. Just look at the Ottawa Senators, and there you go with chapters being resurrected and rebuilt from completely different genestocks, and such.

Since there are stockpiles of the geneseed squirreled away, I suppose it's even possible for a theoretical Space Marine chapter (we'll call them the California Condors for no particular reason ) to be completely wiped out and then rebuilt from their own geneseed, although this strains credulity a bit. Still, wackier things have happened in the universe.

That's actually a fairly clever thought - I would deem such a resurrection to be more likely than a random new Chapter ursurping an old name. At least in case of the geneseed, you could argue that they have a connection - and that the Chapter never really did die out thanks to the backup.

That's not so far-fetched, actually. I recall a piece of fluff (maybe in the Making a Space Marine article?) where an inquisitor inspects a Chapter, taking particular interest in looking at their medical facilites. And then there's the huge armored doors, a bunker made to withstand even planetary bombardment... The inquisitor asks what tresures they keep there and the marine escorting him states it's their geneseed stores. The future of the Chapter, safer than anything else in the fortress-monastery so they can rise again even if everyone is slain.

Er, the answer to the question is a yes, but I'd say the Star Scorpion/Mentor Legion fluff points towards the opposite - the Mentor Legion were awarded the former chapter number and uniform as the Star Scorpions, but they had new geneseed and a new name - I wouldn't call that a resurrection.

The first Badab War book has a bit of relevant fluff: the Tiger Claws chapter were obliterated when their homeworlds sun went nova, a millenia later a Tiger Claw's cruiser which had been stuck in the warp for some time before that dropped out of the warp. The Captain was forced to journey to Terra to petition the High Lords for the chapters geneseed tithe stockpile on Mars to be unlocked. (The petition was dropped without resolution two years later when they noticed the Tiger Claws cruiser had disappeared)

There is also a rumor that this may be the case with the Minotaurs chapter.
It should be noted that, as said above, the information presented concerning the Minotaurs before M41 concerns a chapter some Imperial authorities do not believe is the same one as currently bears the name.
