1. Can the heldrake come in from reserve move its 36" and then use that torrent weapon to flame a large group of infantry? or is it considered a snap fire and therefore can not fire a template?

2. Does the jink special rule stack with other special cover save rules I.E stealth or for orks exhaust cloud? making it a 2 or 3+ cover or is it a flat 4+?

3. Can you shoot at ruins to destroy their cover like you can shooting at a bastion?

These ones here have come up quite often in games we play. I play orks my friends play csm and DE respectively.

1 Yes, zooming is 18 to 36 inches
2 The Jink is a fixed save (just like exhaust cloud), but stealth and/or shrouded do stack with jink (and turbo-boosting improves the fixed value)
3 no, ruins are regular elements or terrain that cannot be damaged / destroyed

1) Yes, it has moved at cruising speed. Check the vehcile rules for how many weapons a zoomiung flyer can use
2) Yes, to anything which modifies a cover save. Fixed values such as Ork exhaust cloud, smoke launchers etc are not affected by Jiink
3) No, they have no profile to shoot at.

As to Question #2:

Jink is a 5+ if the unit/model has moved the previous move phase. It becomes a 4+ if the model/unit goes flat out/turbo boosts in the previous shooting phase.

Flyers only gain the Jink USR if they choose to "jink," which then means the model can only fire snap shots.

Templates cannot fire snap shots. Thus, if your Heldrake wants to fire, it cannot get a Jink save. If you give it a Jink save, it cannot fire the flame template.

Not arguing, just clarifying terminology:

Flyers gain the Jink USR if they choose to Evade.

A Heldrake has a 5+ invulnerable save from being a Daemon, so will rarely need to Evade (mostly in cases where it has moved Flat-Out in the shooting phase or the cover save would increase by other means).
