His wings are side effect of mutation caused by heavy level of radiation he suffered while he was on Baal, this is something I heard some time ago so I don't know if it's still true or not.

Sanguinius always had his wings, when he was found as a baby on Baal he possessed them.
We don't know whether the emperor intended him to have them or whether they are a mutation though.

The Index Astartes noted he already had the wings as an infant, which is why the people who found Sanguinius almost wanted to kill him - believing him to be a mutant, as indeed the surface of Baal Secundus is highly irradiated.
Of course, this is just one possibility - shrouded in myth and legend. By the nature of 40k fluff, there exists no single "true" account.

I always thought (in my own head - I like to take personal liberties with the fluff inside my fevered brain) that the Emperor intended Sanguinius to have wings. The angelic appearance was intended to help Sanguinius be the 'face' for the Primachs.

The Codex uses wording something similar to - "by the time he reached Baal, the mutating effect of the Warp had already taken its toll" directly before mentioning the wings.
I forget the exact wording, but it's made clear the Warp caused the wings, and it's been that way since 2nd ed. In my eyes, alternate fluff or not, this is pretty damn inarguable.

Ingethel told Lorgar that Sanguinius was always meant to be the Emperor's 'Angel', and was bred to look like one, but I doubt this is true. He certainly was the Angel of the Emperor, but only because he had every single aspect of the Emperor's character among the Primarchs.

The BA codex clearly states that the wings were a direct result of the warp. It also states that due to the warp there were other mutations which he kept secret ...I truly believe that it was an insatiable desire to drink blood. Sanguinius was the "perfect" Primarch in the eyes of the emperor.

He never said "inferior"...+ in the audio "Warmaster" he praises Guiliman in the same manner...
Fact - Horus was the man - one and only (comfirmed by the Emperor and 90% of his brothers), his moments of doubt can be attributed to his charms...
All the primarchs were inferior to him (in a way), also in first two books (before corruption) he seems to be emperor x 10....so disagree...

I'd say so, yes. Sanguinius, Magnus, and Russ were among the most promising Primarchs, and in the case of the latter two, among the most volatile. Sanguinius too, given the potential of the red thirst and black rage. Magnus failed the test, but Russ was able to adapt the wulfen, and Sanguinius managed to keep his two 'tests' in check while he was still alive.

I'm not sold on that theory - The Emperor wasn't a flawless being IMO.
Look at the situation with Angron - all he did was make things worse.
Look at Night Haunter - that didn't exactly go well either.
Either the Emperor is flawless and knew half his primarchs would fail/fall to chaos or he just made them and hoped for the best. And made the odd 'not so good' decision.
On a technical note - the emperor didn't know about the black rage. That was brought about by Sanguinius's death - so it didn't exist at that point.

Did Sanguinius have black or blonde hair? All the art Ive seen shows him blond, but most of the fluff Ive read says black. I feel like it should be black if he's the spitting image of the Empy.

Actually the Emporer wouldn't have any knowledge of the black rage as that was a direct result of the psychic attack on all BA from Sanguinius death at the hands of Horus. And d3m01iti0n I would say Sanguinius had black hair a lot like my favorite Char. from the BA, Bro. Astorath....

Maybe not the black rage, but how about the red thirst? I recall Sanguinius once vowing to Horus not having an empty niche in the Imperial Palace as the only memorial for himself and his legion as a result of the red thirst, or something like that.

In Fear to Tread he has blonde hair. But he isn't the spitting image of the Emperor, I'm sure Betrayer says Lorgar looks most like their father's physical form, but on a spiritual level, that only psykers see, Magnus looks most like him.

He also has blonde hair on well, every artwork i have seen of him.. (Also his entire legion/chapter has blonde hair as far as i know)
Try to find a PDF of the Blood Angels codex,.. Much should be explained there.

Yeah its blonde hair. I think he was only portrayed with black hair in one of the earlier HH novels, IIRC? Still, his typical or natural colour is blonde, it seems.
Jonson has his hair colour changed too. AD-B said something about it - being deliberate - on B&C, but I don't have the quote.
