Special Rules:
Deep Strike
Special Operations
Never Give Up, Never Surrender! (see sergeant Bastonne)

Options:

The Kasrkin Sergeant may exchange his laspistol and/or close combat weapon for:

Also give them a special rule different from special operations that reflects their cadian heritage

The Eye of Terror codex had rules for Kasrkin that were pretty much identical to storm troopers except they could deepstrike or whatever. In all honesty I doubt that the differences between Kasrkin and Storm Troopers are different enough to warrant different rules beyond maybe some different weapon options.

Kasrkin are not a unique unit... they are just Cadian storm troopers. This is like deciding that Valhallan/Tallarn IG should get fnp, or that Mordian Iron Guard should get BS4 because they look different. Its just silly.

The rules you have purposed are simply a stormtrooper squad (Same gun same armor save same stat line too) thats 50 points more then a 10 man stomtrooper unit with the same loadout..?

I would say that the limited Elite choices for IG are generally not worth taking into battle.

As for the proposal of said rules, I have to agree with Overload Zerrtin that they are basically a stormtrooper squad that is more expensive which is what Kasrkin essentially are. In performance of stormtroopers and Kasrkin, they usually fare no better than regular guardsmen. However I have noticed that veterans tend to outperform those Elites.
