The Salarian Engineer is a Platinum level character when paired with the following:

-Cryo Rounds IV
-Falcon X
OR
-Any level of Scorpion
-Geth/Cerberus enemies

Continually Energy Drain shielded targets for protection. When fighting Cerberus, Energy Drain can also be used on standard goons to ensure they get staggered.
Incinerate targets, even if they have shields up, and immediately Energy Drain for Fire Explosions!
Incinerate targets that you have frozen with the Falcon/Scorpion for Cryo Explosions!

Decoy is, of course, phenomenal if you use it as a detonation mechanism for fire explosions as well...

Although I've heard its amazing, I don't have any points in Decoy!

Decoy is, to put it politely, useless if you are not hosting or unwilling to deploy it out of line of sight of the enemies.
