I am currently working on a piece of scenery that hopefully will look cool. However, I ran into a problem...I need a barrel of acid/sludge that is bubbling over to the pavement. I am looking for advice on how to make and paint the acid/sludge. Hopefully, on the cheap side. Any advice is greatly appreciated.

You can go with a blood effect, just change the colors to green or yellow depending on what you're going for. Just look for the ones that add a bit of volume to the effect via glue and such. Shouldn't require any extra materials than what you have.

I was thinking of using white elmers glue to achieve consistancy. Is this plausible and if it is would i be better off waiting for the glue to dry and then paint or mixing the base color in with the glue and then applying different washes?

If you're going to dab on some PVA glue for consistency, I have zero experience but gut instinct tells me that you don't want to mix anything with it. You can let it dry clear, then paint over it with a clear green for a cool translucent ooze, or prime it opaque instead. The only PVA effect I've done is mixing with baking soda for snow, though, so if you try any of the above, do it in a test area and not on the real model!
If you're willing to pay a few bucks, water effects would be perfect here. But if you want cheap, this might work. Automatically Appended Next Post: Also, I don't think this is what you're going for, but I just did a chaos-y pool of gunk that uses super glue and wood glue. Guess I lied about the snow thing being the only one. My bad.

you can get slime/corruption with pva and super glue. Cant find that artical atm.
another option is Hot glue and glob on goop. (careful though probably not wise on models that arnt pewter

Super easy to do. Get some wood glue (PVA also works), pool it up. Drop superglue on top of it. Watch the magic happen. Don't think it'd work coming out of barrels, but I'm really happy with the effect for what I needed.

if your really lazy and want something that looks good... Rotting flesh 80% with 20% bright yellow.. than wash with a green... re highlight with same mix than another highlight. I did it for my skaven plagueclaws.

Tamiya do a range of clear colours, one of them green, that you could paint over the dried pva.

Might be worth looking into "Solid Water"
Its a 2 part resin that sets clear, however you can add drops of paint to it to change its colour.
It does say you can make air bubbles in it whilst it sets.
