Howdy dakka! Looking for tips on a all comers style, lower model count ork list.
Sold much of my old unfinished ork army to a local new player wanting to get into the game but my necrons just can't scratch that old orky itch so i'm starting a new ork force. School and work don't give me alot of free time like a used to have (how dare they!  ) so i'm toying with a more "elite" ork force. Looking for tips and advice from da rest of da ladz.

1850pts. MANZ head toward tough vehicles or other cc units, bikers just get stuck in as fast as possible, lootas provide fire support and light vehicle killing. 4 scoring units since 2 warbosses make either MANZ or bikers troops. I see a pretty good spread or armies in my area, mostly space marines but also nids, guard, eldar, tau, and other orks

Well it's MANz or Nob Bikers so its still 4, which isn't too bad when you consider 2 are Nobz rather than just boyz.
I've been thinking about a hybrid Nob Biker/ MANz list for awhile actually, I just don't think it can work at 1850, you lose too much from both perspectives - it needs to be 2000 really IMO. It's tough to do because you still need more BWs, if someone stops those 2 BWs from moving half your points has to slowly walk across the table and they're never going to do anything. More BWs gives more targets so that atleast some will make it across, and your Bikerz can be used to stop a powerful anti-armour unit/vehicle from firing for a turn or two.
Concerning your list, the War bosses don't need poles because the MANz have them, you only need 1 in the biker unit, and you could probably swap some PKs for Big choppas as well.
Personally I think a few changes need to be made but obviously I dont know what other models you have to suggest anything, do you have any other BWs? Any more Bikers? any more MANz?

4 Battlewagons + lootas + nob bikers? You should be pretty survivable.
Personally I would put one of the bosses with the Bikers. Being able to survive str 10 attacks and getting the bonus WS makes bikerboss a badass.
The other thing is your Elite NOBZ should be a throw-away. I would give your troop MANZ 5 models + boss and the other one 3 MANZ. Use them for Deffrolling/Planking and then as a glass cannon to wreck a unit and then get beaten down. The TroopMANZ need to sustain and support the boss and hold objectives so more the better.
I would turn some of the loota points into ADL. I find a interceptor quad gun backed up by grots worth its points every time compared to lootas. I am als0 more of a fan of 15 or 5man lootas. 10 seems to be where people focus on them and they lack the wounds to handle the attacks. 5 lootas get ignored and if one unit gets hit, the others can live on. Also, unless you worried about force org slots, it is like having split fire. Only when you have 15x3 do you really get the staying power of 15 wounds and fearless.
Not a bad list, it probably will take playing over and over to be aware of how it interacts with armies if anything.

He is only running 2 BWs mate (he needs more IMO). For this reason I have to disagree with making one unit smaller than the other and having one without a boss, the BW with the boss in will just be a massive fire magnet.
It's hard to critique really, the people I play against would instantly see that if you tie up the nobz with something good, ( TH/ SS terminators etcetc) and take out the BW with the boss in .. all you can do is footslog across the table whilst they control the whole game. - They dont even have to kill anything to totally cripple your army and ruin the game for you, just create a long combat to waste your biker nobs and stop 1 vehicle.

Thanks for the replies so far guys. I'm not opposed to adding in the 3rd wagon but not sure where the points would come from to fit it in. 1500-1850 is the average game size in my local group, 2000+ games are pretty rare so i would like to make work without raising the points limit.
10 man lootas was something I found on the internets, someone on a different forum made the point that 10 is enough to go to ground if shot at and still be able to snap-fire next turn. Anything higher and mob rule makes them fearless and the can't voluntarily go to ground.

I have 2 wagons, thraka, a KFF big mek, and 3-4 deff koptas from the AOBR box left over from selling my previous ork army. Other than that i am buying everything brand new. trying to hammer out a good list do help direct my spending. My old army was built around a kan wall with deff dreads and big meks so this a sort of a new direction for me.

The first thing I look at is the foot slogging shoota boys. I'm pretty sure everyone else will be laughing as they drive off and leave them behind. You could either drop one, take another Battlewagon and an ADL. Or try taking warbikers as troops with wazzdakka gutsmek. True this means you have to drop a MANZ unit, then chuck one unit of boys in a BW with two squads of bikers to replace the lost shoota unit and MANZ unit.

Personally i'd run a Bikerboss rather than 2 MANz bosses, but you need 25pts from somewhere. I would shave a PK off that bikernob missile, 3 is kinda overkill. Yes his save isnt as good, but hes T6, rolls with da bikerz so hes fast and lethal, has FNP because of the painboy, and is fething scary even if the wagon blows up whereas the MANzbosses would be kinda stuck on whatever side of the table theyre on.
Seeing as how you have 3 deadly and fast things zipping up the table i dont see the footslogging boyz to be a problem unless you have insanely bad dice turn 1 and 2. By the time they deal with your 3 missiles, if at all, they should be crippled enough so that the boyz following up (its not THAT much slower if you run decently) shouldnt have much of a problem, not to mention the loota cover fire.
Other than the lack of a bikerboss it looks fine to me. If the slowed down boyz is a problem for you then you can shave one of the 20man boyz for another wagon and maybe another MANz in the troop choice group (if points permit, which i think it does)

1850 on the nose. The shoota boyz on foot don't bother me so much since their threat range starts at 18" instead of cc. I figure they can reach out and touch the enemy ay about the same time as the ladz in their fancy wagons and bikes get there.

Skorcha isnt that valuable on a MANz because SnP prevents overwatch, which for an assautly as hell unit thats bout the only reason to get it. Using it normally would probably put you out of charge range lol.
However i do agree the BP on the bikernobz is pointless, the boss has one already and he shouldnt leave that group unless youre afraid hes about to die and want to run away to avoid giving a point (done that too). Give the KS to the Bikerboss or to a random nob with a pk in the bikers, they can actually use the overwatch part atleast.
