I was curious, from my understanding Warhammer, and probably even Warmahordes are considered "Heroic 28mm" scale. Are there games that use larger scale miniatures? I ask because my favorite part of game has always been the hobby aspect and I imagine you could make some beautiful 32 or even 40mm scale models. Does anyone have any links to companies making larger scale miniatures? Even if they're just to paint I would love to pick some up.

Well if all you want to do is paint, there're quite a few miniature companies I like to mentally check when looking for new stuff to buy (to paint, too!)
I'm not too sure about their scales though

Lots of them.
GW even did one for a bit...and I would guess you can still get them from their online store (or off from eBay/second hand). Inquisitor was more or less a 54mm game.
As far as other companies who make larger scale miniatures...
Andrea is going to be one of the big ones for larger scale but still miniature. They do a lot of work in 54mm as well as some larger and smaller.

Pegaso is another big one...though a lot of their stuff stops being miniature and starts being bigger than miniature.

You also have companies like (in no particular order) Enigma, Archer, Alexandros, Smog, ttFX, Tartar, ANT, Azimut, Scale 75, Swash Design, Draconia, Fenrir, Pili Pili, Valiant, Nimrod, Taurus, Aurora, MAIM, SAR International, Black Dog, Peach... Really it gets quite exhausting to list them out.
One of the best ways to find stuff in those sizes is to go to the site of a general store which stocks a variety of manufacturers. Squadron, FRP and Noble Knight all carry hundreds of manufacturers goods. Squadron can allow you to filter out by size - so if you are looking for a particular scale and type of figure you can narrow it down...though they do focus on real models and figures (so sci-fi/fantasy is a bit out). FRP, Michigan Toy Soldier and Noble Knight are both games stores and you can also use their category searches to find stuff in larger sizes:

You also have just scattered bits of stuff. 32mm is really the new 28mm it seems, so the majority of companies are making stuff in that size or close to it. Throw a dart - and you will hit something.

Wow, those raging hero sculpts are amazing. You know sometimes it makes me sad that our hobby is dominated by 1 *maybe* 2 companies when there's so many companies out there making better sculpted models for the same, or even less cost. :(

@cretinator - Whilst the scene may be dominated by a hail of companies, they by no means have the market to themselves. I could go on all day listing manufacturers as good or better than the big names, but this particular voyage of discovery is best enjoyed on your own.
A good place to start, though, is on CoolMiniOrNot.com.Although this site is still dominated by GW, if you look at the lists of top artists and their work you'll find models from loads of other manufacturers. Some companies produce only a handful of sculpts but of the highest possible quality. Others carry one our two gems within a stock range of mediocrity.
For hobby painters, cooperating to discover these priceless wonders is half the fun!

Well dystopian legions are around 40mm
Inquisitor was in 54mm scale. can't think of anything else right now.

Wow, the Dystopian legions figs really are large scale!
They are being advertised as 28mm, but that's simply not true!
Malifaux figures are at the tall end of 32mm, and lots of the reaper chronoscope figs are 32.
If you want large scale figures just to paint, there are quite alot of options out there. Do a search for 54mm, 90mm, 40mm, fantasy or sci-fi and alot of stuff will come up.
Denizen has some classic 90mm figs that still hold up well today.

Reaper has alot of large figs, both larger scale, and just plain big 28mm stuff.

ManorHouse Games in Italy does a cool 40mm range that's pseudo-historical/mediaeval.
Perry Miniatures also does a nice historical 40mm range called Border Reivers.
I would also advise the OP, if he wants to see pretty miniatures to look at any or all of the following (in no particular order):
Freebooter Miniatures
Dream Forge Games
Corvus Belli
Nocturna Miniatures
Romeo Models
MAOW Miniatures
Taban Miniatures
Hasslefree Miniatures (especially their 40mm and larger stuff)
Dark Sword Miniatures
Dream Pod 9 (smaller, rather than larger scale, but very pretty)
Kabuki Miniatures
JoeK Miniatures
Spyglass/Eolith (now oop, but still sometimes available on eBay)
That's just from a quick glance over my own collection.

When Steve was hired onto work for GW, he sold the production rights to Heresy for his Eolith/Spyglass line. There were a few limited editions that didn't get switched over, but the core of it was. Also - the rest of Heresy's figures are good to look at.
