Teclis versus a SM chapter cause we all know any HE army is Teclis + diversionary dummies. I always thought that the rest of my army is probably straw men with illusions around them.
Could be fun does anyone know of a semi-recent rule set for this?

It's too goofy. Games Workshop only cares about how much more Grimdark they can cram into their games nowadays. Monty Python no longer applies to their vision of the future.

There are two ways to do this. It's a lot easier now than it was back in second edition (the last time I tried to do a crossover duel. Genestealers completely wipe the floor with Brettonian Knights in 2e/5e, by the way) because shooting and combat now work the same way in both systems.
You just need to decide whether to use 40k movement or fantasy movement.
If you're using 40k movement, then just give anything with M5-6 Fleet and anything with M7+ Cavalry or Beast and use normal 40k movement, treating regiments as vehicles in terms of facing and using fantasy turning rules.
If you're using Fantasy movement, then give everything Movement 4 if it has no special move rules, give anything Fleet movement 5, and anything Cavalry or Beast movement 8. Treat all 40k units as Skirmishers. Jump Infantry gain Fly (12"), Jetbikes Fly (20"), and Flyers and vehicles have to use their own movement rules.

Ordo Malleus would disagree with that assesment.
Exterminatus isn't something done lightly by the IOM. That's something they do after they have wasted like a few million men, and they have conquered places gone over to Chaos like Vraks and managed to retain the planet.
Did Varks have two massive open conduits to the warp? A xeno filled, warp connected planet would be automatically exterminated.
Zhufor the Impaler summoned An'ggrath. The Imperium still didn't go for Exterminatus.
