So I played a game last week, and my opponent had these missle launcher guys and some reason he moved a guy without the Missle Launcher in the squad and shot everybody else at me with full BS.

I thought that if one guy moves in a squad the entire unit counts as moving.

Also, with ATSKNF it's considered moving if they regroup right so they can only snap fire Heavy weapons after that correct?

True in 5th, not in 6th.

Not exactly. For everyone else, they are considered to have moved when they regroup, whether they actually moved or not.

With ATSKNF, they are not automatically considered to have moved... so if they actually use the 3" movement (and/or their normal 6" movement) then they count as moving (because they did). If they don't move on the turn they regroup, then they don't count as moving.

Check the Rulebook for both.

Page 10, "Which Models are Moving". This covers certain models standing still while others move.
Page 33, ATSKNF is covered and is FAQed to replace the version in the Marine codexes. I'd get familiar with it because as popular as Marines are, you're likely to come across it quite often Insaniak is right, they only count as moving if they actually moved. Previously they had a wording that meant the regroup didn't count at all for determining whether the unit was stationary, this is no longer the case.
