Ok... So my friend says his stormtalon can come in escorting his storm raven , if his stormraven comes in from reserves... Is this true or did I get cheated?

Ask your friend for the rules where the Stormtalon is (Either the White Dwarf, or Death from the Skies).

It will tell you exactly what the Escort rule says.

Ask him to show you the rule and read what it does.

ie. If he is your friend, why did you not ask to see his codex/WD update? You should have.

If you feel awkward asking for someone's codex (perhaps you feel like you're insinuating he is a liar), then have a conversation about how it's ok to look at each other's codices. Before you start a game say, "I'm not familiar with your army rules. Can I look at your codex throughout the game?" When something seems overpowered to me, or when I think my opponent is mis-remembering his own rule, I ask him to show me the entry in his codex. When I finish reading, I usually say something like, "Wow, that's really cool." Because it usually is a pretty great ability, even though it's murdering my Terminators and I'm sad

He doesn't have the codex, he had the rules on his phone, but claimed he deleted his from phone

Let him know that the game requires you to have all of the rules for any units in your army.

If you forgot your rulebook you could claim any number of things, but that does not make them true per say.

I would ask him to get the rules for his, and your reference, if he is going to be fielding those units.

Now that is a Faux pas tell him to get the codex (Not that the stormtallon or Stormraven are in the CSM codex), but he should have a codex for his army.

Sorry, he has the codex. But he does not have the "death from the skies" book

Then tell him to get the rules for the units he is using so he does not mis-remember any of them.

Tell him you would like to play by the rules, and if there is a question about said rules you would like for there to be something you both can reference to figure out how the rule in question works.

No rules, no play.

The rules for the storm talon were quite hard to come by for some time. You guys seem awfully harsh for someone not shelling out $30+ for 1-2 pages of rules.

So how do you propose to play without the rules for the unit?

Just make them up?

He may not have had the rules on him at that time. But it doesn't appear that he was playing it incorrectly. I had a pair of storm talons for nearly 3 months before I could get my hands on the hard copy of the rules. It's not to say that I didn't know them.
