So say I get a chaos lord on a jugernaught and attach him to a bike squad. The lord is cavalry. Now in the shooting phase I want to run. Now the lord has fleet but everyone in the squad needs it to benefit. But the bikes are turbo boosting. What happens?

Do I roll 2d6 and pick the highest as per fleet because all the models that are running use fleet and the others turbo boost or just 1d6. The squad has to move at the speed of the slowest model so the bikes can't move 12.

More importantly, do the bikes even count as turbo boosting? Will they get their 4+ cover? Technically they ran, or did they? I'm confused. You?

All models move at their rate. That rule of "the slowest model" does not exist.

Yes the bikes get their jink save for just moving and their bonus for turbo boost.

Kevin - except running requires the whole unit to do it; the bikes cannot run so the cavalry character cannot do so

For full clarification, though I'm sure Kevin knows this and it was an error of omission... this rule DOES still exist when charging.

Well, charging wasn't mentioned in the original post so there was no need to muddy the waters.
