No, humans and eldar can't produce offspring. They're completely separate species. It's like trying to breed a human and a horse.
Whether they can engage in coitus, i'm not sure, it's never been elaborated on whether eldar have the similar reproductive organs as humans.

It all actually depends on your definition of "hybrid" There are certainly talos and cronos pain engines and grotesques that feature human and eldar parts. Such is the nature of the mad scientist Hameys. But a hybrid like a mixed breed? I don't think so. Then again it all depends on the hameys once again. Who knows what happens in the dark city.

Xenology posits that male Eldar are, at least, morphologically similar to male humans. We can extrapolate that females of each species are likewise similar. However, it is further noted that Eldar DNA is significantly more complex than humans, which indicates that natural breeding between the two should not be possible.
I would imagine, though, that Dark Eldar science-magic would allow chimeric genetic compilation between themselves and humans, resulting in some kind of hybrid (I imagine graceful like an Eldar, taller than the human average, but sturdier and tougher than the average Dark Eldar). This, though, is done mostly in test tubes. They might implant such an artificially created egg into a viable female DEldar to carry it to term, but I suspect that most Dark Eldar are born via machine incubation.

There was a half-eldar mentioned in Rogue Trader. Mercenary or bounty hunter, I think. Also, I think that Ultramarine librarian might have been half-eldar in his very earliest fluff. Even by GW standards, this has been effectively retconned out.

Also, in the current setting, being "genetically tested" and then "taken into Imperial custody" doesn't get you into the Ultramarines... at best, it gets you a bolt to the back of the head from an Arbiter, a Sister or an Inquisitor. At worst, it gets you sent to a Mechanicus Biologis facility overseen by the Inquisition.

The Illiyan Nastase bit wasn't from the original Rogue Trader book. Internet research suggests WD97. I don't think I own that one, but I'll gocheck...

Wrong. Standard Imperial practice for stable non-dangerous psykers is the same now as it was then: detained until the next Blackship can arrive to take them to Terra so they can be assigned to the Adeptus Astronomica and the Adeptus Astra Telepathica - the two organisations which require a constant influx of new psykers in order for the Imperium to even exist (or in rare occassions being given to the Astartes or Inquisition).
Under modern fluff Space Marine chapters are still assigned Astropaths by the Adeptus Astra Telepathica - without the Soul Binding Librarians lack the power to really take their place. Modern fluff doesn't tell us how they are organised because they aren't boomsticks so nobody wants to write about them, but under RT fluff they were a part of the Librarium along with the rest of the psykers - that's why he's called a Chief Librarian. Its not because he's a Space Marine, its because he's a part of the Ultramarines Librarium. Whether an Astropath can be transferred from one chapter to another under modern fluff is likewise something that's not been written about.
He's presumably wearing power armour because this was before the whole mystique and uberness of power armour was invented, (at that point power armour was just carapace without the movement penalty) and he was a part of one of the Imperiums best equipped fighting forces.

That may be the case in RT but it doesn't work that way anymore. The HH reveals that the Librarius department was a level of organization in the SM Legions developed by Magnus, Sanguinius, and the Khan. They were all disbanded by the Edit of Nikaea. Guilliman provided for chapter Librarius departments in Codex Astartes. Space Marines are Librarians, not astropaths.

I'm aware of Epistolaries being responsible for communication, but there aren't enough Epistolaries to go around - the Ultramarines have 23 warships and only 6* Epistolaries, whilst the Blood Angels have 25 warships and only 7* Epistolaries.

Fair enough, but that would vary from Chapter to Chapter I suppose, and it does make them less dependent on Astropath support. The Blood Ravens (and the Thousand Sons before them) probably have enough talented individuals to completely set aside Astropath support.

Well, at least going by the Index Astartes, a lot of Chapters are recruiting their Librarians from the Telepathica, anyways ..

Standard Imperial practice for stable non-dangerous psykers is the same now as it was then: detained until the next Blackship can arrive to take them to Terra so they can be assigned to the Adeptus Astronomica and the Adeptus Astra Telepathica - the two organisations which require a constant influx of new psykers in order for the Imperium to even exist (or in rare occassions being given to the Astartes or Inquisition).
I was more thinking about his corrupted genetics that indicate he's half-Xeno, not his psychic powers. This debases the purity of the human genome, and thus sentences you, and probably your family backwards and forwards for 6 generations, to immediate death by being placed in a plasma reactor until burned to ash.
