Ral Partha, Fantasy Armies line, Irregular Elf halberdiers. 02-002.

The line now belongs to Iron Wind miniatures, but I don't know if they have that package available. They are still available through Ral Partha Europe.

I looked up what you said & nothing that resembles these by Ral Partha comes up. even the pieces that stick out from the bottom to attach them to a base are different. Hmm
