So Astropaths are lined up in front of the Golden Throne 1000 at a time and imbued with a tiniest fraction of the Emp, but does anyone know how PPers are created and why the Feth they have to take them all the way to Terra to do so?

All psykers are taken to Terra because that's where they're classified and assigned to the various disciplines or used to power the Golden Throne. Since 99% or so go directly into the mulching hopper, I guess they decided it was easiest to bring them all to Terra and then ship out the ones that were worth saving.

As I recall, Primaris Psykers assigned to IG duty are the ones with powerful destruction-oriented abilities. The training process mostly consists of brainwashing and implants designed to reduce the likelihood of the psyker destroying himself and everyone around him. It apparently isn't all that successful, either, to judge by the fact that most of them have a commissar hanging around nearby, whistling nonchalantly with the strap undone on his holster.

Primaris Psykers are just particularly powerful/experienced sanctioned battle psykers, IIRC.

So would it be out of the question to have a Primaris 'sanctioned' whilst on board a BlacK Ship... by an Quisitor I would assume

The psykers on the Blackships are raw and untrained, often very young. They're not suitable for the battlefield yet.

Yes. The Sanctioning is done in the presence of the Golden Throne on Holy Terra. It is, in essence, soul-binding the Psyker to the God-Emperor.

And Astropaths are not lined up 1000 at a time before the Throne. All Psykers captured by the Black Ships are brought to Terra, and are there tested and judged. Those who are found too weak, either in power or in strength of will, are judged "too dangerous to live", and they are fed to the God-Emperor, 1000 of them per day. Of those who pass theses initial trials, the weakest of them become Astropaths, whom are generally incapable of doing much alone, but working in concert with other Astropaths (the Astral Choir), they can telepathically send and receive messages from across the galaxy. All other Psykers are judged and trained, based on their abilities, and then sent to serve where their skills are needed most.

I'll try to find where it says "### astropaths are dragged before the golden throne'... this may take awhile to dredge the memory.. still have all the old BRB's... um as for 1000/day to feed the emperor.. that's been tripled since mid 900's... by order of the Adeptus Machanicus tending the GT..

Let's go to the sources instead of just hearsay or memory:

The Scholastica Psykana is the psychic training organisation of the Adeptus Astra Telepathica. The Scholastica Psykana provides countless thousands of psykers for Imperial service every year. As the psychic levies are brought in to Earth aboard the Black Ships, the custodians of the Scholastica Psykana must weed out dangerous wild psykers, the possessed and the insane. From the rest will be prepared the many psychic servants required by the Adeptus Terra. Amongst the most powerful of these are the Astropaths whose psychic communication web knits the Imperium together. More potent but less numerous are the battle-trained Primaris psykers, or Primary psykers as they are also known.

A Primaris is a psyker who has been evaluated as suitable for battle-training. Their training gives them a reasonable chance of avoiding powerful psychic enemies and daemonic influence, and they will learn how to use their powers to their best effect. Not all Primaris psykers are equally powerful by any means - some are more potent than others - but the Imperial Guard can find a use for them whatever their abilities.

I'm actually still confused about this. Are there Sanctioned Psykers that are not either: Primaris Psykers*, in training to become Primaris**, Astropaths, or serve Astronomican? I mean are there 'normal' second rate psykers that are allowed to live?
(* This includes Librarians and Inquisitors, as they're Primaris level psykers.)
(** IG codex says psykers in the Psyker Battle Squad are in training, presumably to become Primaris Psykers?)

So to answer Crimson and some of the debates surrounding the golden throne I direct my fellow acolytes to pages 136/ 165/ 168-170.. Of the big rule book.. And I do quote particulars here but without paraphrase.
Adeptus Astra Telepathica- "recruit, identify and classify psykers and then train those found worthy."
"Highest of which are primaris psykers.. Most common grade is that of Astropaths.. Other acceptable grades are channeled along to the Adeptus Astronimica, while those unable to pass the battery of harsh tests take a final path to fulfil other, less savoury, duties."
As you can see Crimson, there are many psychers that go unpublicised in public.. Most likely for good reason, note 'final path.. To less savoury duties'.. You mean there's something less savoury than being the weakest battle psykers in the galaxy pitched against demons when nothing else works hated by your 'fellow' man.. Damn..

The survivors (of the training) provide the raw psychic power of the Astronomican... Requires a choir of at least ten thousand psykers, and the process of constantly transmitting quickly destroys them..."

Follow this up with the history of the Astronomican
C. M30 Birth of the Astronomican "originally powered solely by the Emperor, that duty is eventually shifted to a great choir of 10,000 psykers.."
Note that this occurs before the Great Crusade..
989.M36 The Golden Throne Hungers
"The Tech-priests servicing the Golden Throne demand an increase.. According to some records, four times the number of psykers are sacrificed daily..."

From these we can surmise two thing.. The least obvious of which is that no-one said anything about 1000 or 10,000 die on the Astronomican..The passages merely say that 10,000 service it and that many are sacrificed... No definitive numbers of death per day have been found.. The second is that, those fed to the golden throne do not seem to be classified as sanctified psychers.. Nor do they seem to be fed to the Astronomican?
Pg 160- "Some psykers will be found to have the strength of mind to be recruited into the Adeptus Astra Telepathica or become trained by the Adeptus Astronomica, but many more will serve their Emperor in a more gruesome way... Their souls.. Fees his mighty spirit."
From this it sounds as though start testing/ training the moment they step foot on the black ships.. AND that they either become sanctioned psychers ("grade one") atropaths (grade two??) both are trained by Adeptus Astra Telepathica.. Or get sent to Adeptus Astronomica as Astronomican fodder with 'training' (grade three) or if all else fails get fed to the Golden Throne..(without training?? Grade four?)

You will find in Pg 165 and I quote,

"Only those called Astropaths... After many years of training... Are led before the Emperor ONE HUNDRED at a time. There, they kneel before the Golden Throne and are briefly subjected to the full-spectrumed greatness... The tiniest mote... Transferred to the Astropath."

For hearsay and memory I hit pretty close to the mark..

Yet for all this I have yet to find any direct quote or receive any credible information that I can follow up that directly suggests the Primaris Psychers MUST be training and sanctified on Terra... Quite the opposite actually as I pointed out with the earlier comment of being trained on route... In fact being as they are trained by Inquisitors I would posit that if anyone broke the rules and set loose a "personally sanctified" PP onto the universe before setting foot on Terra, it would be the Inquisition..
