New to 40k, putting together a CSM list to play locally for the fun of it. I know myself well enough to know I won't have much fun if I am constantly having the floor mopped with my army. so I am looking for any suggestions that will create a take all comers list that has the ability to win. Thank you.

Strategy is really basic. Terminator lord deepstrikes with terminator squad, kills as much as they can. FNP to keep them killing longer. Tactical squads take objectives, oblits handle armor, havocs for the anti-air, raptors for a mobile "killy" unit if the need arises or to contest objectives. This is at least the plan for this list. As stated earlier I am new and welcome any and all feedback. Thanks again.

If you ever feel that your csm are moving around too slow or get bbq by helldrakes then put them into a rhino and play at 1500pts.

You might not want to give your champs PF or GoM. Thats roughly the price for one rhino. You can take off the other PF from the 2nd squad and the GoM from the Termi for the 2nd rhino.

You then want to find points to fit those 2 csm champs with meltabombs.

I think (not sure) you can get two or three nurgle bikes with meltas for a little less than what your raptors are costing you, raptors are cool, so if you want to play them, be my guest, but if you're finding they don't have enough staying power, grab some bikes. Everything else looks solid to me. This is one of those lists that should ignore fliers until turn 5 when there's nothing left to shoot at. And at 1250, running enough fliers to be scary is going to require pretty big points investment and will gimp the rest of their forces, letting you jump in, kill their scoring units and take whatever part of the field you want. I say you're golden the way it is.

If you could give me some advice on my Eldar lists I'd greatly appreciate it

I hate to bring bad news, but your Lord cant join the Terminators, as they are MoK and MoS respectively.
Models with differing marks cant join eachother, and joining Khorne with Slaneesh is - from a fluffperspective - the biggest heresy of them all

I would go with MoS on the Lord and switch the axe for the Black Mace. Yes it's only ap4, but with an average of 7-8 attacks from charge and daemonweapon, that rerolls to hit vs meq, and wounds on 2+ theres bound to be some failed saves. And where there is failed saves, there is toughness tests.
For an extra attack on the Lord, switch his combibolter for the Mace, and keep his regular termie powerweapon. That's 2 melee weapons, and offcourse you model him with a poweraxe to take out pesky terminator sergeants in challenges

Added bonus is that he will benefit from the units FNP Icon.

Thanks for the feedback brother. I will definitely keep in mind what you said about the bikers, though I must admit that I am not the biggest fan of the models. And I would be more than happy to lend assistance to you with your Eldar army man.

And to Blakman, thanks for bringing that to my attention, wasn't paying enough attention to the codex. The Slanneshi lord actually works much better in the list, I was trying to keep him cheap and use the points elsewhere but I can still make it work. Any other suggestions?

I dont really have anything else to add, but will agree with the other commenters about you needing som Rhinos for the regular csm squads. Without a ride you'll soon regret spending points on the meltaguns which will almost always be out of range of anything.
When I use footslogging csm squads, they are usually armed with plasmaguns, which have the range and strength to threaten both infantry and light vehicles alike.
