Any well stocked art supply shop, or website
Brick and mortar stores often can't compete with websties on price, but being able to pick the brush yourself can have its benefits (tbh if your buying a good quality brush there 'shouldn't' be any issues with quality control...)
I really like Rosemary and Co, but shipping to USA can be steep unless buying a set of brushes perhaps, but for just the one its a bit of a killer.

They're a small business in Yorkshire UK, they make sublime brushes of many varieties, rivaling my W&N's and for a good price mark.

I've bought from Dick Blick, local art supply and several online art supply stores. In the middle of nowhere location that I currently live, online is the only option available.

I bought Raphael brushes online a few years ago but I don't remember where from. W&N Series 7 I picked up at a B&M art supply near the Syracuse University. Dick Blick house brand Kolinsky Sable brushes are good and fairly inexpensive.
