Lets say ive got an Oniwaban for a lt., if i deploy him in full camo, would i start the game in a loss of lt. situation because hes not on the board?

If you use hidden deployment then your Lt isn't on the board so you are in LoL. If you deploy them as a camo marker then you are fine as they are on the board so no LoL.

No, if your Lt is off the board, due to Hidden deployment or Airborne Deployment, your model with Chain of Command doesn't become the Lt. Your Lt must drop to unconscious or dead for that to kick in.

While starting as a TO marker doesn't result in Loss of Lieutenant status, choosing to eschew the bonus of Hidden Deployment (which does cause LoL) is a bit of a red flag to experienced players that something is up.

It can, for this reason, often be better to deploy a TO camo Lt in a reduced CH:Camo status (which is allowed, most skills include the lower levels) which, while it has a reduced discover modifier (but would revert to the full BS modifier if discovered), is less likely to make the marker an immediate target.
But as with all of these things in Infinity, you can get into serious mind-games of bluffing or double bluffing though, so it's not a hard rule.
