I only ever read about Cadia drawing 100% of its population into the Guard/PDF. Does Battlefleet Cadia only take recruits from the other worlds of the sector?

The Kasrkin were just men. It made their actions all the more astonishing. Six white blurs, they fell upon the cultists, lasguns barking at close range. They wasted no shots. One shot, one kill. - Eisenhorn: Malleus

It's certainly possible that the navy around Cadia uses Cadians trained as marines (real space marines, not the astartes crap) to participate in boarding actions. But I haven't really read any fluff about that...

The people in the past who convinced themselves to do unspeakable things were no less human than you or I. They made their decisions; the only thing that prevents history from repeating itself is making different ones.

There is a picture on p.31 in the 4th edition IG Codex of the 512th Cadian, "Cadian Orbital Defence Detail". So it seems that some Cadians at the least were assigned as naval troopers on board orbital defense platforms or on one of the Ramilies Star Forts that orbited Cadia.

On p. 58 in the same Codex:

Its population are all destined for a military life; the birth rate and recruitment rate are synonymous.

It doesn't say they are all destined for IG life, just military life. Some Cadians could therefore still be recruited into the Imperial Navy whether as ship board security or as run of the mill crew.

Aye. And a lot of the space assets in the Cadian system are probably permanently assigned there. Cadia is sure to be surrounded by veritable multitudes of orbital and deep space defense stations, naval patrols and sensor posts. Using local crews makes perfect sense.

There are multiple planets in the Cadian system; I'd imagine the worlds used in naval production draw much of Battlefleet Cadia's manpower from there, rather than Cadia proper.

I can't, however, for the life of me remember the names of the other worlds. I recall there was at least one forgeworld, one naval shipyard and a number of other developed worlds.

Therefore, I conclude, Valve should announce Half Life 2: Episode 3.

Sorry but your memory is inaccurate.

The planets of the Cadian solar system are given in the Eye of Terror Codex and the Eye of Terror campaign, from closest to the sun to furthest out:

Prosan - Military training ground due of its hostile environment.
Korolis - Producer of promethian weapons grade atomic materials.
Kasr Sonnen - Fortress world.
Cadia - Fortress world
Kasr Holn - Fortress world
Macharia - Militarized hive world
Vigilantum - Naval training world
Kasr Partox - Fortress world
St. Josmane's Hope - Military prison
Solar Mariatus - Provider of war material

The following worlds were warzones in the Eye of Terror campaign depicting the opening phase of the 13th Black Crusade. The percentages show initial and final Imperial Control at the end of the campaign:

Kasr Sonnen (fortress planet in Cadian system) 95% 39.1% Unreliable
Cadia (planet) 95% 39.8% Unreliable
Kasr Holn (fortress planet in Cadian system) 95% 52.5% In the balance
Macharia (hive world in Cadian system) 90% 0% DESTROYED
Vigilatum (naval training world in Cadian system) 95% 14.6% Anarchy
Kasr Partox (fortress planet in Cadian system) 95% 21.8% Unreliable
St Josmane's Hope (penal planet in Cadian system) 75% 0% DESTROYED
Solar Mariatus (resource planet in Cadian system) 80% 32.3% Unreliable

So the Cadian system has 2 fewer planets (or viewed another way, 2 newly forming asteroid belts), with most of the rest under majority Chaos occupation. The existence of a naval training world though does suggest Cadians are recruited, or at the very least, likely fill maintenance jobs.

Quoting from the "Battlefleet Cadia" section of BFG: Armarda:

"Vast numbers of new, inexperienced sailors have to be drawn up to replace those lost in the constant fighting (many of them drawn from worlds in the cadian system itself such as Vigilatum and Macharia)."

So Battlefleet Cadia draws most of its manpower from the Cadian system. This makes sense, as there would be no point having huge Guard armies if you did not control space. The Battlefleet Cadia list is rather an odd one though, you have lower leadership values for ships (roll two values and pick the lowest) but can buy "veteran captains" which buff a ship's LD value. This represents both the large amount of raw recruits and the experience of officers that see constant action.
