Okay so i played a game the other day where my librarian came on from reserves (walked on)
anyway i was told that because i came from reserves i had 0 warp charges and couldn't use any
physic powers. I didn't argue at the time but i thought this was a bit 'wrong' so i looked into it.
From what i read and could find the only thing it states is that you cannot do blessings or powers that are used at the 'beginning'
of a movement phase. (i assume it just means reserves deployment is done after physic powers)
but for instance say i have mephiston who for some odd reason has walked onto the table turn 4
he can't assault that turn so he just runs on. in the same turn but in the 'enemies' turn mephiston is assault
i was told i could not use the Sanguine sword or unleash rage because i didn't have any warp charges.
i read the rule book and i checked FAQ and i couldn't find where it says you don't generate warp charges.
so was i just jibbed by some one who thought they knew the rules or is that how it is?

When do you generate Warp Charges?
Is the Psyker on the board at that step?
The Mephiston example is wrong, but the Librarian is correct.

Yeah sorry that was very poorly written.
basically mephiston came on the board from reserves. he just shot in his turn didn't assault. in the next game turn he is assaulted. i was told he cannot use his powers as he has no warp charges so:
basically just need to know whether or not i can use physic powers that work in shooting and assault phase, and when are they generated and can you not generate them in reserves?

You generate warp charges at the beginning of each player turn. Since Mephiston wasn't on the field, he generates no charges. During the next turn, when he gets assaulted by your opponent, he will have generated charges at the beginning of that player's turn.
Right?

As far as i see it says generate each turn...but they don't state whether game or player so id just think it would be player as that would make the most sense with assault style powers.

You might want to check page 9, the bolded section under Game Turns and Player Turns.

the only other question is do you have to be on the table to be generating warp charges? or if you come from reserves do you come on with your full warp charges?

You generate warp charges at the start of each player turn, you don't have to be on the board to do so. However, you can't cast blessings and maledictions (or any other power that occurs at the beginning of the movement phase)
