Pug has it right on this. It is very specific in the Combat squads rules along with all other "during deployment" vs "when/while deployed" rules.

That's fair and a reasonable show of intent (allowing ICs to join prior to deployment), but not what the rules say in general.
I'd allow Shrike to do it because of that errata, but not other ICs.

What about dedicated transport? At what point does an IC join a unit and be allowed to deploy inside the dedicated transport? The rules imply that IC's can/may join a unit before the vehicle itself is even placed on the table.

Well considering that you cannot deploy the unit(with or without the IC) on the table, and then deploy the Vehicle then try and claim the already deployed unit are embarking...

You have to have the Vehicle either deployed or placed in resreves, then the Unit embarks(again as deployment or in reserves pursuant to how the vehicle was handled), you then attach the IC after the vehicle is already set up in reserves or on the table within your deployment zone.

Infiltrate has a specific allowance for their dedicated transports allowing the transport to be put on hold and the unit to deploy in the vehicle, by the infiltrate rules, during the deployment of infiltrators(and of course Outflanking from reserves/reserves set up).
