I know that the OA is supposed to be a purely stealth force avoiding direct confrontations, but would a high-points-per-model army representing them really be that bad? Some kind of special operations guardsmen would have to make up the brunt of the force, but I could see small squads of the temples working in conjunction with the Spec Ops IG going well. And, for some reason, I have this need to see the Commissariat fielded in a much wider way than it currently is. With a focus on attack bonuses and high damage weaponry I could definitely see working.

The OA can be easily represented in the GK codex: coteaz and DCA's as troops. An assassin from the different temples as elites. it would synergize well with the exception of little-no anti tank (vindicare only as far as I know. you could throw in some psyflemen though)

You could do like a movie marines list and just make each single model take up 1 slot, and make each one a monster.
