In their old codex, when you took commander farsight, the codex made a specific entry saying that the entire army gained preffered enemy against Orks and they were limited to a specific army build. In their new, Farsight does have a special rule saying that he has preffered enemy against Orks, but the entry saying the army gained preffered enemy is not there and he does not limit how the Tau army can be built. If it doesnt specifically say in the codex that the army gains preffered enemy like the old one does, does that mean simply he gets it?

Only farsight (and any unit he is joined to) will gain the benefits of prefered enemy orks, not every tau unit like before.

I do not have my book close either, but I am guessing that Rig is insinuating it tells you why the unit gets PE in the PE rules.

And this forum is not a replacement for your books.

He has PE, the PE rules may or may not have something to do with that.

He does not give PE to his army, nor any units therein via his rules.
