I think it definately is. Many people prefer it over the regular Nomads starter box (which I got). Of course it's hard to say if something is "worth it" in Infinity because this game is about what you do on the table, NOT about how you build your list. As a basic rule of thumb - multi-packs are always "worth it" because you get more minis at a lower price than buying single blisters. That's all there is to know really.
Any starter box will get you a very decent force of about 115 points. Three regular fellas, one werid fella with special rules and two bigger guys. Especially the Bakunin one comes with two very dangerous models (Reverend Moira and Sin-Eater observant), the ever-useful Zero (for camouflage, infiltration and such) and three Moderators. Moderators can get very funky equipment, are dirt cheap, shock resistant (which isn't a huge deal but can come in handy) and I think they come with Nanopulsers which is pretty nice. Never underestimate those Moderators or their mighty Combi-Rifle.
Bottom line - you can't buy anything "wrong" in Infinity. Starter boxes are a great start for any faction (big surprise

) because they give you a really nice collection of figures that will work great for your first few games and way beyond that. I don't get to play all that often these days but I still use most of my starter box figures most of the time because you get such a great, balanced variety of figures out of the box. And they're beautiful to boot. So go ahead I would say and keep in mind that in no way getting this box limits you to using the Bakunin sectorial list. The very same models can be played using the "vanilla" Nomads list (which I prefer to be honest for the added variety).
