I did a search of the forum and the net and didn't find a direct answer. Does the Mark of Tzeentch, on say a normal CSM, mean that when that normal CSM with MoT is on top of a Skyshield Landing Pad with the sides up it has a 4+ Invul improved to a 3+ through the MoT?
I am fairly certain it does but I couldn't find anywhere stating it categorically. Could be I completely missed it though.

There is NO SUCH THING as MORE ADVANCED in 40k!!! There are ONLY 2 LEVELS of RULES: Basic and Advanced. THE END. Stop saying "More Advanced". That is not a recognized thing in modern 40k!!!!

That depends on the exact wording of MoT.
If MoT states that it increases the model/unit Invuln save by +1 then I'd say Yes, it goes from 4+ to 3+.
