finally got the wrath book, and i see this odd rule where they can be apart of someone's theme army, and they are bonded to them, does bonded give some kinda bonus?
such as on the scorge of heracy jack, what does bonded mean?

That rule makes an exception
Bonuses and Rules for Bonding are found in Appendix B
Bonding is usually used in league or roleplaying events, rarely casual or tournament play

There are some epic warcasters that have a Warjack Bond which does something for the particular non-character jack, as detailed in the general bond rules and any rules associated with the specific bond.
Its also a rule available in leagues or campaigns, if the organizer adds them.

no no no i ment from the wrath book, where it just says they bond to this warcaster, when the caster does not have any bond specials

Well I thought that bonding gives you the ability to hand out an additional focus, as well as whatever the rest of the warcaster's bond does. So in this example the Scourge of Heresy can get 4 FOC from Reznik, and since Reznik has no further bond ability (unlike, say, eHaley), that is all that changes. If we were talking about, say, a Defender and eHaley, it gets +2" movement as well as the ability to receive 4 FOC

It doesn't say that they are Bonded (like how Haley says they are Bonded)
It says it CAN BE Bonded, assuming you are using Bonds to begin with
Prime & Primal are the rule books, The one that teach you the rules on how to play the game
The rules relevant can be found in the pages I listed earlier

Note, It does not say Scourge of Heresy begins bonded to Reznik, just the Special Issue rules state that its legal for it as a Character Jack to be bonded to Reznik, Normally Character Jacks or Beasts cannot be Bonded
Special Issue also states that you can add it to a Reznik Theme list

Indeed, Talamare has it right here.
Basically, the rule allows bonding BUT doesn't actually mean that the jack starts bonded to the caster. You can only get a bond through:
1) An epic bond, such as eSev/eFeora/eHaley/eSorcha and a few others have.
2) If you're using special league rules (which I've never seen anyone actually use in practice).
So, if an Epic version of Reznik came out one day with an epic bond, he would be allowed to use that bond on Scourge of Heresy, which would usually be prohibited because Scourge is a character jack. Otherwise, in terms of regular game play, the bit about bonds means absolutely nothing, and can happily be forgotten.

Well, the bond means nothing because it isn't a bond... it's a rule which allows bond, if there happened to be one. So yes, for most people it's essentially useless, and the special issue rule only affects the Theme forces the jack is allowed in.
That said, if we get an epic Reznik with a bond one day...
/well, I can hope.
