If my opponent has 3 battlesuits with multi trackers, does he have to declare all targets before rolling or can he e.g. shoot a vehicle, see if it pops then if not shoot it with another.

Yes, he can, he fires shot for shot (as far as I'm concerned) :3

All multi trackers do is allow models to shoot a second weapon in the shooting phase. Are you talking about target locks, if so he has to declare all the units shooting before rolling any dice.

Runnin up on ya.

Nope, he's talking about multi-tracker. All shooting has to be declared before rolling dice. MT lets you shoot an additional weapon. Each model shoots their weapon(s) before moving on the the next model so it makes no difference, they have to fire all of their shots at the designated target. If other models in the unit also have target locks, they could split fire but that would of course have to be declared before the dice are rolled.

Six mistakes mankind keeps making century after century: Believing that personal gain is made by crushing others; Worrying about things that cannot be changed or corrected; Insisting that a thing is impossible because we cannot accomplish it; Refusing to set aside trivial preferences; Neglecting development and refinement of the mind; Attempting to compel others to believe and live as we do

That's great thanks, so regardless of any tau trickery, all targets for all models in the unit have to be declared before resolving any of them.

Exactly. Unless a unit/weapon has a special rule that explicitly says you can wait to see the results before declaring your other shots you are required to declare them all simultaneously even if they have different targets. So you can't shoot at a vehicle and then shoot the passengers because the passengers are not a legal target at the time the unit's targets are declared.

1) Networked markerlights are always resolved first, before any other shooting. So, for example, you can fire the markerlight and wait to see if you get a hit to improve your BS before committing to using your one-shot seeker missiles. Or you could wait to see which markerlights hit before using target locks to split your fire based on the number of markerlight tokens on each unit (for example, not splitting fire if you feel your BS will be too low and you need to focus everything on one target). However, since a markerlight can never destroy a transport that still doesn't let you do what the OP asks about and kill a transport then shoot the passengers.

2) The split fire rule has you shoot with the splitting model, resolve everything, and then shoot the rest of the unit at a different target. However, the errata for this explicitly bans you from picking a just-disembarked unit for the second target. So you can still wait to see which target you want to shoot at based on how well your first shot did, but you can't do what the OP asks.

There is no such thing as a hobby without politics. "Leave politics at the door" is itself a political statement, an endorsement of the status quo and an attempt to silence dissenting voices.
