It's a must, unless they're already in area terrain.

Actually you don't get to move in the movement phase at all with Lurk, it's either shoot at nearest visible target or run towards nearest area terrain.

I'd default to running towards area terrain rather than firing as normal. It's closer to the obvious intent of there being a downside to IB failures.
