This is a pretty simple question. Are the floors of a ruin (as in the floors off the ground) treated as area terrain?

If the ruin has a base, the entire base is area terrain. Any part of the ruin off the base is not area terrain and only provides a save if obscured by it.

That being said my group plays that it is area terrain but you do not get the +2 bonus for gtg.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.
Gozer the Gozerian, Gozer the Destructor, Volguus Zildrohar, Gozer the Traveler, and Lord of the Sebouillia

Per the BRB, only the base itself is considered area terrain for the purposes of getting a save.

For ease of play, my group will often deem it that anywhere in the area terrain is worth the at least the area terrain cover, so even if you are standing on top of the ruins and not obscurred, you'll get the 5+. It just doesn't make sense to me that you can be standing on the bottom completely in the open and get a 5+ cover save, but standing on the 2nd floor in the open you suddenly get no cover.

This is how we play with the addition if you are within the base but not in the footprint of the ruin you do not get a cover save from being in area terrain.

The bottom floor will covered in debris from the building's collapse that you can hide behind, the 2nd floor won't.

It's often useful to bring in a rationalization to help people picture how a rule might work/what it might be representing AFTER you figure out how the rule works.

The whole thing was about ymgarl geanstealers and how if a ruin didn't have a base they couldn't come in on it. People are not reading the rulebook right IMHO. it says the bottem floor is area terrian. it doesn't say only. it doesn't say the top floors arn't. the top floors are terrain with a definable boundry therefor i thought they were area terrain. apparently this is not true though.

Yet the rules are permissive. So if it doesnt say the top floors are area terrain, they are not area terrain
