As far as details go, it is better to take all bright lances than bright lance/scatter laser on your war walkers. The twin-link from laser lock is just not as good as twice the shots. Your warp spider exarch is about 3 extra warp spiders worth of upgrades - I don't know for sure, but I think the bodies might be a better choice.

More generally, your IG detachment is mostly a waste - you are taking 120pts of unarmed BS4 guardsmen why? Marbo and a manticore are good, but so is a lot of eldar stuff. Certainly don't take unarmed units as a tax. Find space to gun those squads up or just leave them out. You can take an aegis for your rangers without IG allies.

That said I don't think having all rangers as your troops is a good idea. 40 rangers might work quite well, but you need other troops that are capable of going out and taking enemy objectives. Jetbikes or wave serpent mounted squads. As is, you have no way of claiming objectives in the enemy's deployment zone, and your troops as a whole are static and extremely vulnerable to templates and/or assaults.

what if I drop the exarch and take triple plasma on the vet squad plus a chimera, and on the issue regarding bright lance+ scatter laser I feel the scatter laser is better because it allows the war walkers to also easily take on infantry if necessary, especially if i'm playing against a low mech list.

I think you have enough anti-infantry firepower already and could really benefit from the dedicated AT that a pure BL WW squad brings.

I second the thoughts on the Spider Exarch. He still seems a bit out of place with the unit with his gear and abilities. I like naked Warp Spider squads for their low cost, mobility, and firepower.

If you want to keep the weapon counts the same but be able to specialize the units a little, go:

War Walker Squadron: x3, x6 scatter lasers: 210
War Walker Squadron: x3, x6 scatter lasers:210
War Walker Squadron: x3, x6 bright lances:210

I too am unsure of the ranger spam. Couple hellturkeys will hurt.
